【内容摘要】
Wartime fiscal mobilization is challenging for weak states. Political parties' roles depend on their mobilization infrastructure and war's economic impact. Process tracing of CCP and KMT archives (1928-1945) shows that the Sino-Japanese War and CCP-KMT conflict enabled unique fiscal mobilization strategies. The CCP leveraged mass mobilization, while the KMT focused on elites. Quantitative data reveals the CCP's pivotal role in grain extraction, contrasting with the KMT. This reversal of fortune highlights differences in wartime fiscal mobilization across states.
